Emergency Management and 911 Dispatch Center
Capt. DeCarlo has been employed with the Citrus County Sheriff’s Office since February of 1987. He began his career with the agency as a dispatcher, answering 911 calls and dispatching deputies. He attended the police academy during this time frame and was subsequently promoted to deputy sheriff in 1989.
During his early career, he has been a member of the SWAT (Special Weapons and Tactics) team, eventually becoming the SWAT commander and a vice and narcotics detective. In 1998 he was promoted to Sergeant, overseeing and supervising the narcotics unit.
On May 30, 2003, DeCarlo was shot, twice, while executing a search warrant on a local dope house. Capt. DeCarlo spent the next 63 days at Tampa General Hospital and many more months at home recovering from numerous surgeries and injuries sustained during this incident. He was then offered a position investigating Internet Crimes Against Children and to become a member of a newly developed ICAC Task Force.
In 2004, DeCarlo was assigned to supervise the CCSO’s Sexual Predator Unit. In 2007, he was promoted to Lieutenant and was given the added responsibility of supervising the Special Victims Unit and School Resource Officer Unit. In April of 2009, Capt. DeCarlo became the Executive Director of Take Stock In Children, a mentor and scholarship program that offers an education to under privileged children.
In 2011 he was promoted to Captain overseeing the Criminal Investigations Division, which is now comprised of Major Crimes, the ICAC Unit, High Tech Crimes Unit, School Resource Officers, Forensics Unit, Evidence Section, Cold Case Unit, and Victim Resource Advocates. In 2016, Captain DeCarlo was appointed as Director of our Emergency Management Division and 911 Dispatch Center.
Capt. DeCarlo is the co-chair for the Circuit 5 Child Abuse Death Review Team and currently sits as the Law Enforcement Representative on the State of Florida’s Child Abuse Death Review Team.
Capt. DeCarlo has been assigned to the Florida Sheriff's Association Command Advisory Team for the Cyber Sexual Predator Safety Initiative. He is also an instructor at our local police academy and teaches online classes for Rasmussen College and the University of Phoenix.
Capt. DeCarlo obtained his AA degree from Central Florida Community College. He continued his education by obtaining a BA in Criminal Justice and his MBA from St. Leo University.
Capt. DeCarlo also attended the University of Louisville's Southern Police Institute 102nd Administrative Officers Course. Capt. DeCarlo has been recognized with numerous awards and medals to include VFW’s Outstanding Law Enforcement Officer, American Legion Post Letter of Commendation, CCSO Medal of Valor, 40/8 Club State of Florida Law Enforcement Officer of the Year, Elks Lodge Law Enforcement Officer of the Year and the Aaron A. Weaver Chapter 776 MOPH, Law Enforcement Officer Purple Heart.
Capt. DeCarlo is married and has two adult sons who are both currently serving in the military. His oldest son is in the United States Coast Guard, while his youngest son is in the United States Marine Corp.
